Tools are stored on lower shelves near the ground and could be stored at waist level (in clearly marked areas or hanging from hooks / or some other hanging method from the side of the workstation) if the trash were removed from the workspace.
Additional power sources could be added to the work table so that tools could be spread out to be used where they are needed.
